Sometimes a small item, sock or wash cloth, can get thrown into a space in the top of the tub that will suck it down into the outlet pump. There is probably an access panel at the back of the washer.

It will clog the pump and the belt may squeal when trying to eject water- the pump may be a little transparent so you can see if something is clogging it. There will be a hose clamp on either side that you should be able to take off. Then if you can get some needle nose pliers you can pull out the offender. Try not to take the pump apart further if you can because it will likely leak soon after screwing it back together.

This can happen from overloading the washer and the clothes on top aren't immersed in water.

as the dial spins (or timer as some have put it ) it will pass a current through different relays that control the cycles of the machine if it drains on wash cycle but not on the rinse it is not clogged nor is the pump bad it is the relay in the cycle switch $35.00 for the part and 1 hr of labor so figure 75-90$

everything is controlled by the brain, which is the timer.it is not telling the pump to discharge the water,or it is telling the pump to discharge the water and the pump cannot respond due to bad pump,or the belt that drives the pump is either off or very loose.

The hose may be plugged. Try running a flexible wire into it, and see how far it gets. Beyond that you may have to call a repairman.
