We have to hear sound to imitate sound. Have you ever tried to describe a taste? We can't do it. We can only understand a sense by using it, and that goes for hearing and talking, too. We can't describe a sound in writing or by touch or taste, so if a deaf person cannot hear (which is what makes him deaf, right?), he cannot make the sound he can't hear.
Some can speak, but they've had to learn by seeing adn feeling where other people put their tongues and lips when they form the sounds of speech, and then try to imitate it, but they can't do it perfectly. There's a definite "deaf" sound to the speech of a non-hearing person, a misplacement of the tongue (a very difficult muscle to use, by the way) when they speak. that they can at all is a wonder.
They use sign language because it's how they talk to one another. It's quite a complex language, really, with motion puns and creative hand movements that amount to poetic creativity. It's part of their culture, and they do have their own culture, which stands to reason when you remember that they are cut off from some of the most important parts of our culture--music, words, overheard conversations, idle quotes from old movies or songs that we all understand and appreciate and they cannot. They are cut out of so much of our everyday life, a life that we take for granted but they cannot be part of.
So they create their own culture, and sign language is part of that. It's part of who they are, just as your language is part of who you are. Your language shapes the way you think, because you must put words in certain order. Not all languages do that. Ancient Greek has four words for "love," while we have only one, so our word must do duty for concepts that theirs does--do--not.
It would be right for us to learn to use sign language, actually, to pay them the respect of knowing something of their life and being willing to speak to them in the way that they know best.
You'd like them to speak to you in the way that you understand, right?

Sign language is a language. It a form of communication. Why deaf people can't talk well I'm not a doctor here. But It would be nice if hearing people could be able to learn some sign language in order to communicate with deaf people

A deaf person CAN talk, but if they have been deaf since birth, they need coaching. We learn to talk by hearing OTHER people talk, and copying them. Then we learn to pronounce words by hearing ourselves make the sounds and perfecting it when wrong. If you can to neither of those things, do you honestly believe you could talk, like language is a built in thing we all know?

How do you know what your saying if you can't hear what your say? But it is possible for some deaf people to speak. I'm not sure if it has anything to do with them learning it or if they later became deaf and already knew how to talk. There's a deaf comedian named Kathy Buckley she's very funny, check her out.

It's very difficult to learn to speak without the ability to hear. Those that can, can because they try very hard to mimic movement of the mouth, without knowing if they're speaking correctly. Deaf people that can speak will continue to sign out of habit, or to ensure the person they're speaking to clearly understands them. Be a little more tolerant, okay?

They can't speak because they don't hear speech. They can produce sound, but since they don't hear themselves, they cannot produce coherent speech. A very simplified version of this that you can test on yourself is- try talking to someone else without yelling, while listening to really loud music through earphones. Same effect- your speech will probably be somewhat slurred, and you won't pronounce some vowels.

If you have never heard sound, you do not know how to pronounce words. Both need to use sign language.
