if you have foreskin, make sure when you wash that you move that around and clean in there very well. what are you washing with? if it's liquid body gel consider switching to bar soap. the boxers you wear at night, do you wear a new pair every night? what about gym clothes, your pants, etc., are they changed every day? if not, that could be causing the problem. are you masturbating with any type of hand lotion? maybe you're having a reaction to it. baby powder does help.
if you've had unprotected sex, consider getting tested.

From "askmen.com":
Unfortunately, I have not heard of anything designed for men that would cover up an unpleasant odor in the genital region -- women have something called FDS (Feminine Deodorant Spray). Until they do come up with a product, however, I strongly suggest that you shower frequently, apply baby powder (some people suggest applying corn starch), trim the long hair with a sideburn trimmer, and drink at least eight glasses of water a day.
As well, you can use baby wipes to keep the area smelling more neutral if you find yourself in a position where you cannot take a shower. If the odor persists, however, I strongly suggest you consult a urologist.

First of all please see a doctor to make sure you don't have any illnesses causing the smell.
After that, if the doc says you're all good you should continue using boxers which allow better air circulation down there. You can use a baby powder (they have lavender scented if you like) or you can look into an intimate deordorant spray.

You might try washing the head of your penis a little better. If you are not circumcised, you should pull back your foreskin and wash the hear good. Sounds like you have a case of smegma which usually clears up with good washing habits.

Have you shaved the area? If so, letting the hair grow back will probably help. Being bald is very bad for the skin. Sweat doesn't evaporate properly, and all sorts of nasty organisms grow like crazy. Fungal infections are especially itchy and stinky. They thrive in the absence of hair.
If you still have hair, then maybe looser underwear might help, plus baby powder. Good luck!

Go to your doctor, and see if you have anything. But in the mean time. My advice would be to soak it in the bath, and when you get out use a small amount of baby oil. Then use some powder to keep it dry, and clean.

use soap and hot water. It smells because it is in a sweaty place and you use it to pee. That is why it smells. Maybe you should try using baking soda instead of baby powder.
