You can't delete the actual hard disk drive as it is a physical object. You can only delete data from it. You can delete data as often as you like. It will not damage the drive. To delete data, select the "delete" option relevant for your operating system. To erase all data including the operating system, boot from a LiveCD such as Knoppix.

There is no need to often format. Formatting is done only when the computer does not work properly that is it does not boot up properly or there is a virus etc.
You can Format the hard-drive in Ms-Dos mode.
to format
1)start your computer and press F8 continuously
2)select command prompt
3)type d:\
4)then type c:\windows format
5)this will format the windows folder after which you need to reinstall the entire windows operating system
6)to reinstall type d:\win98\setup (if you use win98 and the setup files are in the D drive of your computer or type F:\setup if you have the windows CD and f is you CD-drive
Note: check in advance if have the setup files in your hard-drive or the setup file in the windows CD because if you do not do it correctly then the computer won't start

You can't delete a hard drive. However, if your operating system (OS) isn't running off of it, you can remove it after you eject it. It will damage your computer if you remove the OS hard drive, though.

If you mean format it and restore you OS files from the installation disk, it won't hurt it as long as you have the manufacturer's installation disk. If you mean delete from the device manager, you can do that, but it will auutomatically reinstall itself when you reboot. If you are having problems, just run system restore by choosing start-program files-accessories-system tools-system restore. Choose a restore point from before you had a problem, and follow the directions from there.

If you mean wipe it clean and reformat it. You can do it as often as you want to. The only way to actually delete if from your computer is to physically remove it.
