Charlotte, North Carolina has gotten a lot in the month of February, so has Eau Claire, Wisconsin. But the biggest recorded snowfall in February, and that was in 2004, was reported at Pocatello Regional Airport in Indiana with 30.5".
These stats may be outdated but, based on National Weather Service records for 1961 through 1990, Rochester, New York averages 94 inches of snow annually and is the snowiest large city in the United States.
Buffalo, New York, is a close runner-up in terms of U.S. large cities with the most snow. There was a 39-inch snowfall in 24 hours in early December of 1995.

Amarillo is the city that gets the main snow. it quite is common for blizzards to take place interior the Panhandle area as that's the northern maximum portion of Texas. That section is fairly such as East Plains of Colorado in panorama and climate.

I've heard the International Falls gets a huge amount of snow in February. Not sure if it gets the most in the USA, but it does come to mind.
