You need certain video cards for the high quality but it will still play.

The video card companies want you to think that you need a discrete graphics card to view HD content, but you really don't. Weather or not your computer can play it depends on your CPU. The major v card companies claim to include hardware acceleration, but only for some codecs. The HD codecs aren't even HW accelerated at all as far as I know.
You'll need either a very fast single core processor or just about any dual core processor. My 2.8GHz P4 is far too slow for the job, for an example.

HDCP stands for High-Bandwidth Digital Content Protection, a copy protection scheme to eliminate the possibility of intercepting digital data midstream between the source to the display.

You will need new video card. Also wouldn't buy one unless your computer was bought last year. Well to burn disc the specs are high. For playing anything is fine.

Blu Ray drives for computers are only able to store and retrieve data; they are not yet able to play blu ray movies of any kind.
