in your computer,
you can go to the network properties and change the IP address into different static IP or you can select dynamic IP if you have such as DHCP server.

If you talk about IP which you got from ISP.
You can contact your ISP, so they can give you the new IP address.

If you want to change the IP in your DSL router.
You can see the manual book.

All of them need administrator level

Contact your ISP. It's not likely that they'll do it, though. If they do, there will be a charge. There's no need to change your IP so they're not likely to be amenable to this.
