ANY woman wears bras more out of modesty and self respect than any other reason out there. Whether she is a 32AA or a 42DD, bras offer coverage under our shirts and help shape our breasts.
No matter how small a female is, the added layer of material helps to keep people from seeing through our tops. Many fabrics used in feminine apparel are translucent when the light hits it the right way. We don't want to be flashing the world when we walk out of our houses.
Even when the support is not needed, she may want the padding and boost that she can get from a Miracle or Wonder bra. The extra size can make her feel better about the way she looks.
And the shaping of even a normal bra can give a smoother line under her clothing. The natural shape of a woman's breasts is usually very different from the shape when she is wearing a bra. Most women don't want the attention that comes from the bra-less look under her clothing, especially at places where she needs to be taken seriously (work, school, family functions, etc...)

Firstly, very few women are literally flat chested. Even an AA cup has a little something, which needs support. Secondly, it's not appropriate to have your nipples showing through your blouse or top.
Women like to feel feminine and the right to wear a bra is a woman's priviledge, no matter how well endowed they are.

I believe that it is mainly because clothes are designed for women with breasts, and without something up there clothes tend to hang and look ill-fitting. A bra helps fill up the space somewhat. Also, society has placed an inordinate amount of emphasis on breast size, and that is something that can be easily determined with just a glance. If penis size was that easy to see men wouldn't like that very much either.
By the way, the absolute sexiest woman I've ever had the pleasure of being with had practically no breasts at all. It's only fatty tissue and means nothing at all in the long run.

Most people aren't completely flat chested so they still need to wear one

Bras just aren't for support, they shape as well. Besides, women who are flat chested are more likely to be into push-up bras and padding.

- modesty under sheer fabrics
- unless the underwear is very plain, it can be pretty and attractive
- in a contrasting color to draw attention to the bustline
- to hide any evidence of surgery in the area. they may not have been flat at one time.

Good question, I don't know. But maybe because they feel more secure when covered in that area. Also because it looks kind of funny with a tshirt if they dont. Im sure guys wish they didn't...
