It's someone with lots of possibilities.

A diamond in the rough is one that hasn't yet been cut to form a brilliant gemstone.

A diamond in the rough is uncut. It looks like any other rock. People who know that it is a diamond understand the beauty just below the surface. With a little work the "rock" becomes a gem. If someone said this to you take it as a compliment.

Possibly: That they are not quite where they want to be in life, but they are yet and still working towards they're future goals, and are proud of themselves.]

If some one tells a person the same thing applies, they feel that when that person "finds" themselves or lands on their feet that they will be unstoppable! so to speak! or successful!
