It can be since having anyone fondling their testicules can cause arosal. For some men the act can make them nervous and have the opposite effect.
But it is normal and nothing to worry about, it's only natural and the person doing the test knows this.

Yes, even if you don't mentally feel aroused you can become erect in response to even non-sexual contact. If you were mentally aroused as well, yeah... there are probably others that would too so also normal; hey, it's getting attention!
