If you are a salary employee and you have full use of the vehicle (you get to take the vehicle home with you) then they can require you to preform the maintenance. This should be included in your employment contract. As for additional pay for the time it takes to preform the maintenance, you will not be paid additional money because you are salary, and its your job.
However, if you are an hourly employee, call the labor department. You are not required to work at any time without pay.

If that employee is salaried, there is no "off the clock"; if they clock in and out, then absolutely not. Unless the boss has asked & they want to keep their job!

Absolutely NOT!! it is against the Labor Laws. If you get hurt after you are off the clock you are not covered by Insurance.

absolutely not, BUT, your going to piss off your boss, and hell try to get back at you somehow. Unless it is a company car and you are like a salesguy or something, then you have to take care of the thing, and not get the oil changed while working,
