Your mistake was not teaching him to pull back the skin when bathing. My mother taught me this at a very early age. If he had been taught this he would not have torn the inside of his foreskin. Pulling back the skin is important inorder to keep his penis clean. It will heal but when it does I would recomend that his father or someone will tell him what he should do from now on.

Thank you and pat yourself on the back for not mutilating your son. Since he was seen by a doctor listen to what he says. It is normal for some boys foreskin not to separate from their gland until puberty. If you teach him to pull his foreskin back and wash it each day he will be fine. If he keeps his penis clean he can cause cervical cancer no more than an abnormal circumcised man.

some of this tearing could be normal....it is not uncommon for skin that is moist and in close approximation to grow together in boys-foreskin & in girls-libia major or minor...it's not serious the urine has ammonia & nitrogen which tend to ward off infection....if it hurts to urinate--drink more liquid---urinate more often...

You should have had him circumsized. Now his future wife will have to live with the fact that she'll have more than double the risk of cervical cancer. Shame.

This is why I got my son circumcised before we left the hospital.
That foreskin will present problems both health and otherwise.

Not to worry, this sorts its self out in a few days. Congratulations on not mutilating him as a baby.
