In the split second before it bursts into flames the moisture is evaporated by the heat shrinking the paper as the molecules that are left pull together causing the paper to curl. As more solid molecules are removed (in the smoke etc) the remaining molecules (carbon) pull together even tighter causing more curling. Your usually left with a much lighter, curled up, black piece of carbon quite smaller in size than the original piece of paper!

The heated side loses water faster than the opposite side which then
shrinks and curls the sheet away from the heat. Try heating a plain sheet
of paper with a hair dryer to see what happens. Perhaps it will curl the
other way. Experiments can be very enlightening.

When u place the paper on heat source , the surface exposed directly to the heat undergoes more heating when compared to the surface to its back. Due to differential heating, the two surfaces expand differently. The outer surface tries to expand more, while the inner one prevents it from expanding, causing the paper to curl.
