Yes, it definitely does. Indeed, time flies every second, minute, hour, day, month, year, decade, century and epoch. It's one of the best axioms to warn us to be aware of the importance of spending one's time beneficially. Sometime I told my students we're getting older every second, so please don't waste your time for nothing.

It depends on your perception of time. The old saying is that a watched pot never boils. But time does fly when you are having fun. I guess that's why there is a Roman axiom "time flies" (tempus fugit). Einstein's theory of special relativity should also illumine this subject.
