That is about the same age my son discovered his penis. He constantly plays with it. My middle aged aunt was visiting one day, and seen this, and her quote was..."and the fasination never ends". It is completely normal for young children to 'play' with themselves. It is something new to them. The more you acknowledge it though, the more she will do it. Its all about attention and getting a reaction out of you. I just tell my son that he should only play during naptime, bedtime, or tubby time...something his pediatrician told me to do, that way, as he gets older, he wont try playing with it while we are trying to eat at a resturaunt or something. But, since little girls are more prone to bladder, urinary tract, and yeast infections, I would consult her Dr. and at least rule those out.

Question for you...when she plays with her private parts do you pay her more attention? She may only be doing it because everytime that she does, you make a fuss of her (even telling her to stop it, is classed as attention) if you just ignore it she will probaly stop doing it as she isnt receiving any attention by doing it....if she doesnt stop doing it though , I would go and see a dr..she may also have an infection or itchy nappy rash and she may be trying to get some relief by scratching it...

I would say it's normal my daughter is 15 months, and she does that too. Sometime she rips off her diaper and she touch her privet parts, but she does do it enough to concern me.

It's fairly normal - they discover these things. She played with her toes and ears too when she found them, didn't she? You just have to stop her when she does it in public and when she's older teach her what's appropriate and when.

yes its OK, ALL kids play with themselves. My suggestion is that when you notice her doing it distract her, you could play a game or bring out some toys. she really is too young to talk to her about it but you could always try and tell her that its not appropriate

Sound completely normal to me. remember when your baby found her hands and she'd look at them and play with them same with her feet. Its just something that she new on her body she has found and wants to try to see if she can pull it off and play with it.

While I don't personally know the honest answer - I might ask your Pediatrician about it..there might be a chance something hurts her that causes it.

Does it seem to be bothering her. Is she scratching or rubbing maybe she has an infection. I would take her to the doctors

yes it is. just try to redect her but dont make a big deal about it or she will do it more. like you did when you wrer told no or do it when your not looking and then she can hert herself bad.
