Foreign policy is a general term for the "policies", or actions/relationships, of a government with other countries. It does not mean peace but usually maintaining peace with other nations is a priority.
For example, it could be said that many americans disagree with the Bush administration's foreign policy... aka, many americans disagree with how the Bush administration interacts with other countries.
