A bubbly person is a person who is friendly, and just bursting with joy and fun. This type of person generally smiles and laughs a lot naturally, and isn't trying to be something they aren't.

A bubbly personality describes someone who is always happy and is outgoing. Vivacious is a suitable synonym. Or I suppose you could use vibrant.

A bubbly personality describes someone with a very outgoing personality. You might also describe people who are "perky" as having bubbling personalities.
