Val's on B St in hayward is pretty good, old school 50s diner type of setting, fries and shakes are great too...

Hazel's Drive-In ('tho it's not technically a drive-in anymore) is great! Different types of burgers. It's been in business since 1947. By the way, it's on the Pittsburg/Antioch highway in Antioch (Contra Costa County).

Vals in Hayward (B Street at Kelly Street) has won many awards, I believe they won Best Burger in America once... they are sooooo good!!! (try the banana milkshake, yummmmm). They are an old diner, so don't expect beautiful decor or spectacular service, but their food is fantastic!!

Hotchange has the correct answer! Nation's has the best burgers - but be aware! Order yours without mayo because they slop it on and the whole thing slides around.
The pies, breakfasts, fries, and BLTs are to die for as well.

I happen to LOVE Nations Burgers. Nice fat fries and it won't take you forever to get your order. I'm also a fan of Fatburger but I don't think there are any in SF...most SoCal.
