Seem to recall reason for "parkway."
Parkways were designed to be scenic local roads which are which fall under the local or interstate parks system & do not allow commercial traffic.
Guessing at driveway.
A passage for cars to allow parking near buildings & not considered a road?

I'm from California...we drive on FREEways that we PAY for with our taxes.

Probably for the same reason that they call it "taking a piss" when we are actually leaving one.
