The dust jacket is the removable cover that is sold with all hardcover books. "No dust jacket" means the paper cover is missing.

A dust jacket is a paper cover usually found over the regular cover of a hardback book to keep the dust off what is usually an expensive book. Sometimes hardback books are sold without the dust cover, therefore the no dust cover, either when it is a clearance book, the dust cover has been lost or destroyed, or it is used. The dust jacket will commonly have a nice design with the title and author.

Some hardcover books have a paper cover that helps protect the book, kind of similar to bookcovers that are used to protect school books (at least when I went to high school we had to have bookcovers). This is called a dust jacket. Many hardcover novels have these, you may remember seeing them on books at like Barnes and Nobel or Borders. Often there is cover art and a synopsis of the story on the inside of the dust jacket.
If someone is selling a book with "no dust jacket" I am assuming that the book originally came with a dust jacket and it was ripped, destroyed somehow.

The dust jacket is the removeable cover used to protect a hard cover book. They are easily torn. Many people remove them when reading a book because they tend to fall off. So if it says "no dust jacket" it doesn't have it's jacket, or removeable cover.

The dust jacket is the paper covering wrapped around a hardback book, with the book title and author's name and front cover picture on it. Without the dust jacket, the cover is bare and just the title and author's name are stamped on the spine of the book.

It's the paper cover on a hard back book, that protects the book, from dust and dirt. It also contains, the 'blurb' which tells you about the story and the Author. So it can be useful information.
If you are buying a book without it, you miss out on that information. However the book is still intact and readable.
