Maybe. If you don't have a UVA/UVB bulb, they may be lacking vitamin D3 and they may develop shell problems. Are you feeding them calcium supplements? If not, do so immediately! Also, do you have a basking area for them, and is it the right temperature? If you do all of these thing, there should be no blotches on their shells. Check out my page on how to care for RESs. I made it since there are so many people who don't know anything about them! www.geocities.com/radiofemme/turtles

If it is a white blotch, it is either shell rot or fungus. For either case, if it is not too bad, buy some turtle sulfa dip and folow the instructions on the package. If it is kinda bad, take them to a good turtle vet.

My turtle got that too when she was little but it went away after she shed her shell. I took my turtle to the pet shop and asked what it was and they weren't sure but they said that she was a verry healthy turtle and as long as she was eating and swimming around normally then it doesn't matter.
My turtle is 10 now and perfectly healthy so it should be fine

Small white spots are normal.

White blotches can be a sign of shell rot. Check out this article: http://www.austinsturtlepage.com/Care/medshell.htm#SCUD%20/%20Ulcerative%20Shell%20Disease:
