Real quick rule of thumb here is simple, for every inch of fish ( full grown ) you need a gallon of water, so with a 20 gallon tank, the maximum you should put in it is 20 inches of fish ( all added together ) so let's see.. mollies @ 2'' x2 ( the smallest being Yucatan ) = 4 gallons, then neon tetras @ 1.5'' x 7 = 10.5 gallons, and tiger barbs @ 2.5'' x 4 = 10 gallons. you would need around a 25 gallon tank for them to be comfortable. not to mention a cleaner fish, etc... anyway, back to your question. Flake food would be best for these guys because it's the best all around ( mollies and tiger barbs need greens, like algae tablets, or Zucchini on occasion, like once a weekish. Frozen brine shrimp would make them happy too ). The fish will require about 10 ounces of food, seperated into 2 feeding times. So that's 5 ounces of flake food 2 times a day for them, dont know how many flakes that is though, hope it helps.
BTW, the tiger barbs are semi-aggresive and will end up picking on the tetras for sure, barbs of any kind should be kept no less than 6 for them to not feel threatened and attack other fish.

I can't tell you how many flakes, because it depends on the size of your fish etc. What i can tell you is that The food you feed should last in the tank 2 minutes. So if they gobble it all up in under that, add some more. Or if there is some left after 2 minutes, then feed less the next day.
To treat your fish, feed them frizen brine shimp every few days (neons especally love brine shrimp)
FYI your barbs may pick on your tetras, especally having so few barbs (they are a schooling fish), and especally as they get older and bigger. You may want to trade them in at some point for more tetras or something (tetras should have at least 7 or more to be in a school)

the correct answer unfortunatly isn't a specific number of flakes.. the right answer , to avoid over feeding and keep a clean tank is to feed them
every OTHER day what they will eat in 3-5 minutes.
