Usually it means they like to have their own style. You can tell alot what a person is like by there signature believe it or not. I sometimes write my signature in all lowercase when im typing online. I guess thats because im only 13 and people my age have a tendancy to try to be " unique " . 1. Some people are just different. ( personality ) 2. Not paying attention. 3. Disabled. Ect.

It could indicate that she's unprofessional and doesn't know proper netiquette, but I doubt that's the case. More likely is that she's writing 'intimately' (not sexually, but as a friend), and therefore doesn't take grammar rules as seriously as with someone who would be judging her (as a boss or associate). It depends on the context, too.
Also, she may have an automatic signature on and didn't realize that it was uncapitalized when she typed it in.
Or she's lazy.
Take your pick.

um, just the first letter needs to be capitalize of the first name and the last name
everything else is ok in lower case
maybe that person would like to be unique
and use all lower case

i exploit all decrease case and easily mandatory punctuation in chat or IM. in the different case I capitalise and punctuate properly. Chat and IM are meant to be quick, casual verbal substitute approaches like txt spk should be.

if you're talking about writing signature, it could be that that's just his/her handwriting. if you're referring to typed signature, it's probably just that he/she (like me) is too lazy to hit the shift button =D
