One hour, currently. Illinois is CST, Arizona is Mountain (one zone over). In summer, most of AZ stays on Standard time (not Daylight), so it's as if they were on Pacific Time, making the difference two hours.

About 25 years.
Daylight savings time was created by Congress to protect children. Many schoolchildren were injured by drivers unable to see the children in the dark pre-dawn hours of winter.
News of this danger has not reached the lawmakers of Arizona. They seem to cling to the notion that all things should remain frozen in some more-perfect past.
The rest of us are not as nostalgic.
