Why monopoly companies are obliged by law to do publicity in media?

I have heard that monopolies companies are obliged by law to do publicity in media, spots in tv etc. Why ? Has anybody references of this law ?

Ummmm there are no monopolies..at least in the US monopolies are illegal. There are some oligopolies such as the gas and wireless companies but no one company is competition free....except maybe Amtrak but they're owned by the US Government.
