If you don't put enough postage on a letter in the USA, does it get discarded? Sent back? Sent?

It will get sent back to the return address. If there is no return address, it gets sent to the addressee with postage due. The mail carrier then has to collect the fee before delivering the letter.

it gets sent back to sender for non sufficient postage.

mail is never discarded.

Either the receiver agrees to pay the difference or if not, the the letter gets returned to sender.
