It depends on your skin type - sensitive, combination, dry, etc.
I have sensitive, combination skin and am prone to breakouts. I really like Aveeno Positively Radiant Cleansing Pads. They have a textured side for extra exfoliation & a smooth side for sensitive areas and cost about $7 for 30 pads.
I also like Eucerin Gentle Hydrating Cleanser. It is fragrance -free, mild and rinses well. Despite it's name it is really best for combination skin.
Dove bar soap for sensitive skin is another good option.
Generally speaking, Aveeno has the best range of products for all skin types.
Cetaphil products are great for dry skin.
Neutrogena is hit & miss.

Go to a pharmacy buy a few diffrent moisturizing lotions and see if any work for you. If this does no work you should go see a dermatologist. Btw just because this looks and feels like dry skin does not mean that it is specialy if the moisterizers don't help. It could be some other skin condition.

I'd recommend CETAPHIL. My doctor is actually the one who gave me cetaphil. The cleanser is made for sensitive skin and doctor reommended. You can get it at WalMart for $7 I think. I'm not sure how much it costs at a drug store

I agree across the board with Treadston -
If your skin is clear and healthy avoid harsh products that could make it change. All the products listed by Treadston are gentle and work well for cleansing.

Purpose gentle cleansing bar is good, especially if you have sensitive skin. It also comes in liquid form.
