Depending of course on each individual situation, one of the things that we do at our school is if a a student is disruptive or inappropriate during class, we send them to a different teacher for the day. Or however long. It is pretty effective. We send the younger kids to the upper classrooms and vice versa. For example a 6th grader would go to the 1st grade class. It works pretty well for us.. I'm not clear on what problems you are experiencing however, so this may not be the answer you are looking for.

Get the principal to deal with it. Also talk to the parents and tell themthat their kids are misbehaving.Parents have to be involved in the education oftheir children.Maintaining discipline is two way street between home and school.

What I have learned is that you must deal with all issues yourself to demonstrate leadership and control. If the student is not being overly disruptive let them slide until after class and then immediately assign a detention during thier lunch if possible - these days many kids don't mind staying after school. DO NOT DISCUSS ANY OF THIS WITH THEM. During the detention you may discuss their behavior and let them know next time you will call home. Next time it happens call home. If this doesn't work keep calling home and assigning detention until the kid and his/her parents are so sick of you they make the kid stop.
After you do all this work for a couple of years - the kids just know. It gets passed down and they just don't mess with you.
