The easiest way is to catch a zigzagoon and teach dig to it with the tm 28 which is on route 114 by the fossil maniac.

Just took a look at a site and found that Nincada is capable of learning Dig but at Level 45 so Trapinch would be the better choice if you want a level-up one that's quicker to get to.

Unfortunately you can't catch diglett in Sapphire.
Trapinch can learn dig (at lv. 41) Only Trapinch will learn it, its evolutions cannot learn it.
But even easier is to just use TM 28 (given to you by a person in Fossil Maniac's House)
