Depends on how you want to measure it. The sun doesn't rise and/or set on the moon. The dark side of the moon is always the dark side. Time is a metter of convienence. On earth we ended up with seconds, minutes hours, days etc. You will notice it is not a perfect match with a year or the rotation of the earth around the sun. It is just what works best for us. It is just like measuring linear distance. Whether it is measured in inches, feet, meters or what ever the actual distance between two point is the same, it just what we want to call it.

The manner in which you decide to measure time is arbitrary. I don't think anyone has made an official decision on how to measure moon time. No one lives there yet, so I guess there is no rush.

If you want to make the time on the moon the same as the time in your home town, go for it. I have a feeling though, it'll be based on Greenwich Mean Time, or something boring like that.

Time on the moon only depends on somebody being there to need to mark it, and even then they will compare time with that on earth, or use the current time at a given location on earth as their reference whilst on the moon.

I think it is the same time as it is on Earth. Like in Virginia I think it's around 6, (i ain't sure) so i guess somewhere on the moon it's set up just like on Earth.

A sunrise and sunset takes a month on the moon. So a lunar clock would run real slow...
