today his is birthday and i was wondering if i could go out and buy a wireless lan card. would this work? because he lives in apartments and his neighbors all have unencrypted wireless networks and he wants to use them. can i do this and would it work?

It depends on the age of the laptop and the operating system. If the laptop and operating system can support USB, you can get a USB WiFi connector. If not, and the laptop has a PCMCIA slot, you would need to get a PCMCIA card with WiFi.

Depending on how old his laptop is you might need a different technology. It would either be USB or PCMCIA.

Most likely PCMCIA will be the route to go for him.

Keep one thing in mind though. When he uses his neighbors unsecured wireless access, he is technically breaking the law.
