Yeah, I agree; there's no doubt that the Nazgul are only able to track Frodo because he bears the One Ring...

He was about to hand the sucker over to that winged Nazgul (while Frodo and Sam were being held by Faramir's men), but then Sam body-slammed him, and the crisis was averted for the time being.

What are you talking about? They KNOW it's Sauron's ring. That's why they are after Frodo. They are drawn to the power of the One Ring.
