Scanty refers to how revealing the clothes are, or how little it covers.

Sensual refers to how much something excites the senses, and it's not necessarily how much it reveals, but in what way.

For example, sensual clothing may cover most of the body, but accentuate the curves or be translucent and suggests the outlines, to excite the senses.

Scanty clothing may reveal a lot of skin, covering or not covering strategic areas on the body.
