I go barefoot everywhere, beach or not, and have for ten years. You will not get an infection from barefooting, unless you have an injury on your foot and even then the risk is low. Our skin was made to keep stuff out; our ancestors survived in times when shoes were only for special occasions and the best kind of 'plumbing' was an outhouse. If anything, you spread bacteria through your hands. Any surface regularly touched by people is covered with them; door handles, shopping trolleys, pushbuttons, stairway railings, and don't forget money. Then we use our hands to touch our food (even if you wash your hands, do you do so before every snack on the road?), wipe hair out of our eyes, etc...we often touch our faces even if we don't realise it.. and there those bacteria can get into our system. Bare feet are on the floor, and bacteria aren't fleas, they don't jump well :P :P
Fortunately the Health Department knows this and while many shops have their own rules, there are NO LAWS saying you can't go into stores barefoot.... so if you 'shop around' a bit you'll find stores and restaurants that do allow bare feet. And in other countries this myth that it is/should be illegal doesn't even exist, so in most countries you won't even see No shoes, No shirt, No service signs.
Feet don't usually get too dirty near the beach, the sand wears off any darker dirt that might be on the soles.

I live in a beach town where people vacation all the time. You are not allowed into any retail or food establishment without shoes on

On the New Jersey shore, I went to one of those silly little pawn shops. lol, I managed to get the floor more dirty then it got me.

Hell no. First of all who knows what kind of cleaner they use, if they do at all! Some shops just use water. You should always wear sandals. You dont want to get an infection in another country. Plus, why would you WANT to?
