If you are good at singing, you already are a singer.

oh, wait. You probably mean, how can I join a band? There are a few things you can do. Make friends with some bands. People in bands know lots of musicians, and there are always musicians trying to start a new band. Go to your local pub that has live music, and when the band goes on break, go talk to one of them. Tell them your story and ask if they know someone looking for a singer. You never know, they might say, "Actually, we want to replace our current singer because he's a drunk"
Put up a sign at your local music store, they probably have a cork board for that sort of thing. Be sure to list what kinds of songs you sing, so you aren't called by some schmuck named Skull asking you to sing Death Metal (unless that's what you are into)

Or you can look for a local "Open Mic" night. There are three or four places in my town that have one. You meet other people who are looking to start a band. Network, network, network.

edit- don't bother with American Idol. They turn away a lot of really good singers. A good friend of mine tried out last year. She waited for hours and hours and when she got her chance, she sang two notes and they said, "You're not what we're looking for" It wasn't like on TV, Simon, Paula and Randy weren't there, just some schmuck looking for the next "She Bangs" dude. Don't waste your time with American Idol.

Singing is something that everybody can learn and improve. Of course, some are more naturally skilled than others, but even a poor voice can be overcome by dedication, practice, and more practice. Even if you're content to sing in the shower, there are some things you can do to improve your voice. This is probably the best online course to improve your singing skills https://tr.im/GrXol
Your golden voice will be ringing out in no time!

Several things will help.

First, get over yourself (not a comment on you, just a general comment about people who want to become stars and think the movie portrayals of spoiled stars are actually tolerated by professionals in the business. Good way to NEVER make it in the biz).
Second, take vocal lessons. Not just singing lessons, but someone who will actually teach you how to pronounce and stretch your mouth and vocal chords. Anyone can sing in the shower. Learning to control your instrument is another thing.
Third, take dance and theater. Your voice is not your only instrument. I remember Christopher Cross. Beautiful voice, terrible to look at. Oh, he wasn't very handsome, true, but he just SAT there, with barely an expression on his face. Expand your repetoire of skills beyond singing, then use them in your performance.
Fourth, go do it. Every chance you get to perform, even NOT for singing (assuming there isn't a singing activity going). Do it.
Write down/record every time you do. Keep it as an informal resumé. Community choir, Kareoke, you name it.
Fifth, don't get in the habit of clearing your throat too much. Bad for the chords.
Sixth, Do research on HOW to sing. Don't assume you can, even when you can. Continuously learn.
Seventh, learn music, learn to read it, learn to play it. Learn how to sing with various types of musical instruments. Offer to accompany other musicians as the vocal part of THEIR program, appearing only once or twice amongst their other pieces.
Eighth, be humble. Not modest. Be truthful about your abilities, but never volunteer how good you are. Show them, calmly. It isn't all attitude, now where there is any real money or professionalism. The movies teach kids a lot of bad ideas about show business.
Ninth, learn as many songs as you can, and NOT just songs you like. Go for songs you don't like, stretch yourself and try jazz, classical, opera, hip-hop, etc. You won't get stuck, you will learn adaptability and range.
Tenth.

Keep asking questions like this and let us know how you do! We're cheering for you!
