Actually, the tissue in their lips (and ours as men) does shrink as we age. Just like the Cartilage in our nose and ears never stops growing, making them larger.

They get smaller because the amount of collagen (the elastic connective protien tissue) breaks down and the lips (as well as buttocks and other parts of the body) sag.
That is why women (and some men) get collagen injections.

Because they are losing the fat in their lips, and or they just don't have anymore teeth to make them look fuller..
