Try doing a search here on Yahoo Answers for "science fair projects" and you will find that this question has been asked quite often. You will get tons of ideas. For a fourth grader a good project is to test something such as which paper towel or diaper is more absorbent, which batteries last longer, which spray works best on stains, etc. Have him try to think of something like that which he would like to test. Then he could make a chart showing the results. Best of luck with it.

My daughter did a science experiment with how long it took to freeze different liquids. She wrote about the chemical composition of each chemical and the process that liquids undergo when freezing, and why some things took longer to freeze than others. She had a nice bar graph with time verses chemical. and grouped them together based on time.
Items she froze...water, juice, milk, olive oil, veggie oil, cologne, wd40, and paint.
