Circumcision is when the foreskin of the penis is surgically removed. The proper spelling is "circumcise," and that will help you find more information. The skin that is removed is NOT "extra"; it is very rich in nerve endings and provides much of the sexual pleasure an intact man feels. Uncircumcised means the penis is left whole.

Circumcision is practiced for religious reasons in Jewish and Muslim families. In the past some people falsely thought it was more hygienic and it enjoyed a period of popularity in the US. It has now fallen out of favor. Some doctors and hospitals refuse to perform the procedure and most educated parents now leave their sons with all their sexual organs intact.

Uncircumsized means you still have your forskin attached to your penis. If soft uncircumisized penis usually does not show the head of the penis and the person must pull their skin back to urinate. However, based on the length of the forskin, you might not even be able to tell if one is circumsized or not when they are erect.
