that probably depends on if they were born deaf or became deaf later on in life...but if they were born completely deaf then I would assume they could not hear themselves think because they would have no concept of sound

If not, they must have alot of peace in their mind, because, all I can do is hear myself think.

maybe they don't think in words but images the way young children do. if they know sign language maybe they think in concepts.
