If a child creates a ebay accoun (under 18) and paypal and buys and sells but then starts scamming people on there , what can be done. A minor can enter into a l egally binding contract and they use visa credit gift cards to make transactions

Yes. Their parents are held responsible.

A minor under 18 cannot enter into a legally binding contract (with a few exceptions). Notify the seller that he was a minor and that you're breaching the contract. Then do nothing. He won't bother to sue, and if he does it will be thrown out before it even gets going.

well chances are that they (the authorities) will come after the child's parents.
Not sure what the laws are in your state or how bad the victim(s) want to see justice done.
The responsible thing to do would be for the parent of said thief to try to recompense the people that they child victimized.
Doubt that that would happen!
The short answer would be that YES the child can be prosecuted and depending on the dollar amount it will be a federal offense as it would be intrastate commerce.

If you know the adult please have them consider trying to contact the victims as these victims KNOW where you live and plenty of them might not be too happy about getting scammed. Could pay you a visit

Nope, a minor can not do any of those things legally. The parents are responsible for that child and any wrongdoing created by that child.

a child cannot enter into a legal binding contract....kid starts scamming people on line and committing fraud he can be prosecuted but when does that ever happen to anybody.
