Depending on how handy you are,
Use a wire wheel on a drill or grinder get as clean and shiny as possible,
Use a quality rust spray...This will seal the rust you didn't get off and this results in a good paintable surface t

Well Try Rust Remover!
But For My Self When My Tool's And Tool Boxes Get Rust On Them I Sand Them Down And Repaint It!

wirebrush it and then treat with KBS RustBlast. Spray it on and keep it continually wet for 20 - 3o min. Rinse off and let thoroughly dry. Then Apply 2 thin coats of KBs RustSeal and your rust won't return....end result is a Rock hard finish that's non porous.
Sounds like their SystemSampler for about $16 would probably have the right amt of products youll need.

A number of methods can be used, i suggest using a rust removing substance and/or a mettle brush to scrape the rust off...

Use hydrochloric acid. It dissolves rust like crazy.
You can find hydrochloric acid - in guess what - LIME AWAY! - since hydrochloric acid is also good at dissolving lime (calcium carbonate).
