If I write a song and i reference people, quotes, and use voice cuts, do i need to get permission from them?

If you're making money, performing publicly, or distributing the music, you have to get permission. You don't if it's for personal use.

Some bands and artists allow for free use of their music. David Byrne and Jerry Casale are two I can think of (that does not include Talking Heads or Devo, the just their solo stuff).

i believe u have to get everyone to sign a permission like slip saying it is ok to use their image and/or voice
