Its nothing really, I just want to know what it is called. Maybe about twice a week, I will be sitting down there and will be a tingling feeling that starts in my head for a two seconds. Then it will be a surge that will usually start from my rib cage and shoot down. The surge isn't painful but it feels weird. Every part of my body under the surger will slighty shake or shiver for a second or two. Sometimes it starts at my forehead and shoots down to mouth. Then my face will tingle, I make a wierd face from the tingling, and my head does a small shake. What are these called?

What you describe is not common. It could be nothing; it could be something serious (multiple sclerosis, epilepsy, etc.). Don't take medical advice from strangers on the internet. Consult a doctor.

If it feels like electricity, it could be a seizure related to epilepsy. In any case you should see a Dr. so they can run some tests. And of coarse get a second opinion, especially if the Dr. shrugs it off as ....it's just one of those "things".

Are these new? What started them off? did you have a bang to the head? Or a fall in which the head was badly shaken?
Don't know the answer to your question, sorry, but strongly recommend seeing a Doctor a.s.a.p. PLEASE and asking for an X-Ray so PLEASE see a doctor a.s.a.p.
Failing that please see a Chiropractor who has X_Ray facilities and who can offer NUCCA Chiropractic Treatment
