I think the level of funniness is directly related to how a) original b)suprising and in terms of jokes c) how close or far something is from the truth. That's why comics give a setup and a punchline, the punchline is funny when it is original, suprising based on the setup, and either very close or very far from the truth. Give it some thought and compare my theory with some examples and you'll see what I mean.
