The reason I qualify my answer is that not everyone is cut out to train a horse and if you don't know what you are doing you can create more problems than its worth. Some trainers are happy to have owners participate in the development of their horse and if you can take advantage of this it will pay big dividends for you in your realationship with your horse.

Only on the Human end. Horses do not see food the way dogs and cats do. A well behaved horse(one that doesn't mugg you for food) will see a treat as a sign that you are pleased with it, but you fimply feeding a horse will not make the horse's bond to you particularly strong.
A better way to bond with your horses is to spend time with him, grooming, finding that spot he likes, ground work, etc.

The bond is not strong just or only by feeding- but it helps a lot- the way to a horse's heart is through their stomach :)
It is an excellent way to start- after that initial bond is started, then you work with the horse and the horse learns to trust you more- the bond strengthens

I have read about studies that try to prove that animals have no human emotion. Within these, it stated that horses have no bonds to humans, just instinctual attachment to those who take care of them. I guess everyone could have a different opinion about this.
My opinion is that horses are a lot like people. They all have unique personalities. And just like people, personalities clash. If a horse doesn't like you, it doesn't like you. My fiance and I have horses together. I have had my 7 year old mare since she was 3. She HATES men. Everyone male farrier or vet she has ever been around has gotten a bite or a kick, yet she has never offered to do anything like that to me. She also does not like my fiance. He takes care of her and feeds her just like I do. So, no, I don't think that just feeding a horse creates a bond. But, again, this is my opinion.

Yes, feeding and grooming will build the bonds. BUT DO NOT feed from your hand. This can encourage a horse to develop a biting habit. If you want to give treats, place them in the feed bucket.
