nope. Height is passed on genetically and has nothing to do with gender- though a stallion, through testosterone, will get bulkier, but not taller.

It depends on the breed and the bloodlines.
you can have a quarterhorse mare that is 16 hds and a quarterhorse stallion that is only 15hds. You can always find a stallion bigger or smaller than the mare.
But if a mare has 2 babies (1 a colt, 1 a filly) with the same stallion there is a better chance that the colt will end up bigger.

I don't think so, but that's my opinion. They are more bulky, that sometimes makes them look taller.
