97.9 in Baltimore isn't exactly underground, but they are independent and they rock. Annapolis had 103.1 when I lived in MD, but I don't know if they still have the same format. Also, XM radio has a decent punk station and a few good rock stations.

I have a station that plays a metal specialty show on Tuesdays from 12am-2am. If you check out the link below, you can go to WNRN's home page and check it out. They also have Industrial, Punk and Ska, Goth and Electronica, specialty shows.
I consider the entire station pretty underground since it's funded by listeners and the fact that they play music not heard on any other station in the area.

A lot of college radio stations have metal shows. You can usually stream them from the internet. My friend has a show on my campus Sundays 9-midnight EST. www.wmucradio.com
