I have a fish and he just lays at the bottom of the pond on his side. His eyes kinda stick out and it's creepy. Everyone says he is dead but I know he's not because he moves when I poke him and he is still breathing. Sometimes he moves on his own but that is rare.
What's wrong with him?

We have fish in our pond too...they tend to "hibernate" during the winter..they stay at the bottom because it is the warmest layer of water..it is definatley normal. Dont disturb it..it is sleeping..on warm days in may come to the surface and you can feed it, but otherwise just dont feed it and leave it alone to hibernate

There is no doubt that the animal is dying. When was the last time you changed the water in the pond or cleaned your filteration system? Can you imangine what it would be like to swim around in you own waste products? I have a saltwater aquarium with fish and live corals. I change 20% of the water each month, change the filter media and vacuum the sand. This is in addition to supplying daily supplements to the water.

Yes, he is dying. It sounds like he has pop-eye:

This is caused by a bacterial infection which is the result of poor water quality (test your ammonia, nitrite and nitrate levels) or some sort of trauma to the eye (but in this case, only on eye would be affected).
He sounds too far gone for treatment, but you can try adding some fresh water to clean things up. You could also treat with aquarium salt (1tbsp per 5 gallons, disolved first in dechlor water), or even a course of maracyn and maracyn-2, or melafix.
Edit: Oh, regarding the comment from the person who says he cleans his SW tank every month (which is normal). I thought I'd add that with freshwater, it is adviseable to do a 25-30% water change every week.
Also, you say he's been doing this for a month or more. Why are you just taking action now? I hope you have been trying to treat this before. If you have left him like this for a month, then it is not surprising he is dying. I hope he recovers, but he sounds on the verge of death. PLEASE, if you notice other symptoms with your other fish, react IMMEDIATELY. Most problems are easy to solve if they are treated sooner rather than later.

i bet it is the tempature because that happened to my fish but when i changed the water it started moving again

Sounds like he is dieing. You could try adding clean water to help but I don't think it will.
