You should check with either the publisher or the printer. In general, they will need for you to provide the ad in a format that works with their software.

In my experience (limited though it may be) working at a printing & marketing firm, Adobe's products are generally well accepted, and easily convertable from pc to mac.

Is it going to be printed by a printer.
And by a printer, I mean a printing press, not a little desktop printer?
If its going to be a high quality ad, I'd stick with Photoshop all the way.
Also, if its going to be printed on a printing press, do it in CMYK (4 color process), not RGB. Your file will be larger, but you wont have the unexpected color shift from RGB to CMYK.

I would suggest using Adobe Illustrator. You can download a free 30 day trial at www.adobe.com. Just go under downloads and you will see it, and they have versions for Windows and Mac
