Yes they do...they even have ones that are microsoft base so it's easier to sync
Dell sells them on their website...
My friend has one...he uses it for his GPS instead...but he lets me use it to play games.

You can buy a device with an internet access (e.g. Blackberry) but not take a phone plan with it. Therefore, you'll have data but no voice.
